Interview with... Maurice Georges - CEO DSNA

Maurice Georges is CEO of DSNA since 2009. Prior to this appointment, he held a range of top management positions in DSNA : director for operations (2008), deputy director for strategy (2007), counselor of the DSNA's CEO in charge of international affairs (2005-2006). From 1999 to 2004, he led the En-route ATCC in Brest. He began his career in DSNA in 1996 as head of the air navigation charge office.

DSNA is one of the partners of FABEC, how do you see FABs partnership after December 2012?

Fabec is becoming a reality. Fabec intergovernmental treaty has been ratified. Regular top and middle management meetings are taking place. Decision has been taken to work on the basics. A common performance plan has been elaborated to meet the objectives defined by the European commission. A common airspace strategy has been established with a focus on free-route, extended departure and arrival management, and short term ATFM measures. On top of the operational progress we are currently developing proposals for the enhancement of our joint FABEC management with the establishment of an appropriate central entity which would support the development and the management of FABEC. A social dialogue has been set up. If significant progresses have already been made, we are conscious that there is still a long way to go.


The European Commission is preparing the SES2 package, what are the DSNA expectations?

Lots of regulation changes have taken place in recent years. Accommodating them takes time and requires efforts. I am not sure that we have yet drawn the full potential of present SES II regulation. That is why we ANSP should focus in getting the best of the existing regulatory framework for enhancing performance, interoperability, and consolidation/centralization of ANS functions when and where needed.


How do you evaluate the added value to DSNA of the A6 partnership?

As the saying goes : united we stand, divided we fall. The A6 alliance was built to promote the ANSP view inside Sesar. It has already proved to be efficient and well appreciated as such by the others partners. I strongly believe that Sesar is the future of the ATM in Europe. Allied inside A6, we can together bring a very significant contribution to move this program forward and make it deliver good value for money, provided we ensure the compatibility of this alliance with the FAB and network management developments.


DSNA and ENAV have a longstanding partnership which started with Coflight, how do you see the evolution of the partnership in the future SES environment?

The Co-Flight program is already a technical success: when the V2 version is available in a few months from now, we will have the more advanced Flight Data Processing system in Europe, able to tackle the coming challenges of Single European Sky and Sesar. But we still have to make an operational and commercial success out of it. This is at stake in the 4-Flight program. Our industriel partners, Selex and Thales will with no doubt play their role in that direction. I am confident that they will find a way to strengthen their partnership for industrialization, deployment and maintenance phases.


As the Chairman of CANSO EC3, could you assess the importance of the European coordination in our Trade Association?

European ANSPs has a particular role to play in the single sky implementation. Being entrusted by our states to deliver the safe and efficient services required by our customers, we are at the same times the "subject of change" of SES and responsible for a smooth continuity towards the future of ATM in Europe. The European institutions and the others air transport trade associations are relying on our wise and valuable advice and support, with a clear vision supported by a strong and unique voice. Furthermore and from a more internal ANSP point of view, CANSO is the unique platform to ensure that all ANSPs are jointly committed to this vision, whatever are the specificities of each, from one FAB to another. This is the very purpose of CANSO EC3.
