Interview with... Giampaolo di Paola - Minister of Defence

In the actual context in which military, civil and commercial interests convey ever more in moments of factual synergy and convergence, what is the solution that you consider viable to meet the needs of Italian aerospace sector, bearing in mind also the need to reduce costs ? The aerospace sector represents an important technological leverage and a driving force of the economy in general due to the size, the co-related need for standardization, the dynamism necessary to means and elements moving in it, as well as the obvious complexity of displacements in the aerospace environment that call for ever newer and more performing technological solutions.
Those needs can only find appropriate and affordable answers through multinational programs of increasing geographical, economical and cultural size, according to an opportunity vision and regardless of national borders.
In this respect, an important example is represented by SESAR (Single European Sky ATM Research), a European project aiming at revolutionizing the "capacity" of European airspace, among other things tripling the number of possible flying movements serviced daily in Europe.
 
Today, however, the International competition is extremely high...
It's true. Our presence in the various International forums is not enough to protect National interests. Rather, it is absolutely necessary that we start our own coordination process of the various National needs. This will prove to be a "cultural and technological training" that will eventually allow our Country to compete in a coordinated manner and on equal terms in future context  ever more complex and competitive.
A united team having clear and well supported ideas, made-up of the various Ministries,  Academic world, Research, Small, Medium and Large enterprises specialized in various aspects of the supply chain or services, would recreate also in Italy the positive effects of the "levée en masse", the tool that allowed France to emerge stronger than its neighbors from a rending and dramatic event like the French Revolution.
To achieve this, together with the "user" Ministries and Agencies (e.g. Interior, Defense, Transports, Civil Protection, Forestry, etc.), it is conceivable and maybe proper to use the "Contact Table" already existing at the Presidency of the Council. Using this tool would allow  us to have constantly a wide and comprehensive systemic view of many domains and scenarios, such as the constant monitoring of the Mediterranean areas for reasons of Safety, Environment, protection of human lives, control of fishing and illegal activities, so as to continuously monitor a given area with electro-optical and radar systems.
 
What is your opinion on the development of a plan for the National Aeronautical System, allowing development and optimization, also at International level, of institutional initiatives and / or projects with high industrial value?
A Plan for National Aeronautical System is becoming increasingly necessary. In fact, it would grant ability to timely and fully guide and harmonize activities, development projects and related investments in the same domain. At the same time, the same Plan would allow a continuous and more effective alignment between the need to develop technology and infrastructures and the essential requirements of National defense and security, among other things avoiding useless duplication of investment and / or overlapping management costs.


How do you see the role of Italy in the Mediterranean and the consolidation of the initiatives in this context, including, for example, the training granted to Libyan air traffic controllers by Enav?
Bridges, if properly used, can become areas of wealth, both economically and culturally. Italy has always been a bridge between the Northern and the Southern shore of the Mediterranean.
It's up to us to define our role and, of course, to consolidate technology and service needs  to be implemented at National level. This could be a powerful tool to attract our Land border neighbors and cooperate with them.
The creation of a common culture, which can only derive from a path allowing for an ongoing cultural approaching and sharing of objectives in joint projects, includes initiatives such as the training afforded to Libyan air traffic controllers by ENAV. This is the best way to support our diplomatic and institutional levels to promote, with our Mediterranean neighbors, joint programs in technology, infrastructure and services, thereby opening the way for the establishment of trade agreements at level of industries and domestic companies, including Enav, which is internationally recognized as an excellence in  providing air navigation services and air traffic management.
