On October 15th BLUE MED FAB ANSP Committee Meets in Athens to Advance Regional Airspace Integration

the periodic meeting of the BLUE MED FAB ANSP Committee (ANSPC) took place in Athens, hosted at the HASP (Hellenic Air Navigation Service Provider) headquarters.

This strategic meeting focused on operational coordination across the Mediterranean region.

HASP Greece was represented by Despoina Papandreou (Head of ANS Management & Development Division) and Evangelia Tziola (Head of International Relations & Cooperation Section).

Representing ENAV were Chief Operating Officer Maurizio Paggetti and Federico Ferrari, International Projects and Partnerships referent.

Haris Antoniades (COO) attended on behalf of DCAC Cyprus, while Claude Mallia (CEO) represented MATS Malta.

The meeting featured updates on joint initiatives, particularly the implementation of Free Route Airspace among BLUE MED FAB countries. This project is set to be completed by the end of 2025, in line with the European CP1 Regulation.

Following previous integration in 2024 with SECSI FRA countries (Austria, Slovenia, Bosnia and Herzegovina, Croazia, Serbia, Montenegro, Albania and Macedonia del Nord), ENAV will extend Free Route operations to Maltese airspace, similar developments are planned for Greece and Cyprus. These changes will enable more direct flight paths, reducing flight times, fuel consumption, and emissions.

Participants also reviewed record-breaking traffic levels in the first nine months of 2025, noting improved performance and reduced delays compared to 2024.

A significant portion of the meeting was dedicated to regulatory developments, including SES 2+, revisions to the European Network Manager Regulation, updates on the Performance and Charging Scheme, and Eurocontrol’s strategic direction, key topics for all ANSPs within the BLUE MED FAB.

Finally, the committee discussed key messages for the upcoming Governing Board report, which will be chaired by ENAC (Italian CAA).

In 2026, ENAV will assume the Chairmanship of the ANSPC, presenting a strategic opportunity to strengthen collaboration with Mediterranean partners and define new areas of shared interest.

The next meeting is scheduled for late May 2026 in Lisbon, during the Airspace World event.

On May 13th  and 14th 2025 , the meeting of the BLUE MED Air Navigation Service Providers Committee (ANSPC) took place as part of Airspace World in Lisbon.

ENAV was represented by COO Maurizio Paggetti, Alessandro Ghilari, Head of the International Activities unit, and Federico Ferrari, International Projects and Partnerships Referent.

DCAC Cyprus was represented by Haris Antoniades (Chief Operations Officer) and Agis Agisilaou (Head of Nicosia ACC); HASP Greece by Despoina Papandreou (Head of ANS Management & Development Division) and Nikolaos Papadopoulos (Head of ATS of Greek Regional Airports); and MATS Malta by Claude Mallia (CEO).

On the first day, discussions focused on operational topics such as Digital Towers and the upcoming implementation of cross-border Free Route Airspace within the BLUE MED countries.

The second day of the meeting continued at the ENAV stand and focused more on 2024 traffic and operational performance, as well as preparations for summer 2025.

In this context, cooperation with the European Network Manager was discussed, particularly in relation to the objectives outlined in the Network Operations Plan (NOP).

Furthermore, in light of the recent approval of the new regulatory framework for the Single European Sky, the discussion turned to the Performance Plans submitted by the BLUE MED States for Reference Period 4 (2025–2029).

The next ANSPC meeting will be held in Athens during the first week of October and will be an important opportunity to review the results of the past summer, both in terms of traffic and performance.

 

On May 7th 2025, the meeting of the National Supervisory Authorities Committee (NSAC) of BLUE MED

On May 7th 2025, the meeting of the National Supervisory Authorities Committee (NSAC) of BLUE MED took place, with the participation of Marco Costantini for ENAC, Petros Stratis for the Cypriot authority, and Roland Camilleri for the Maltese authority.

Following the decision made during the last Governing Board meeting, mandating the National Supervisory Authorities (NSAs) to carry out joint audit sessions in each of the BLUE MED Member States, the NSAC members initiated the planning of the related activities.

It was agreed that two audits will be conducted in 2025, followed by two additional audits in 2026, thereby ensuring coverage of all four BLUE MED States. The initial audits will be carried out under the direct oversight of the NSAC members.

The first joint audit will take place in Italy in September 2025, while the location of the second audit is currently under consideration.

Upon completion of the two audits planned for 2025, the NSA Committee will assess the outcomes in order to enhance the organization and effectiveness of the activities scheduled for 2026

 

BLUE MED Governing Board on 30th October 2024

On October 30th, the 24th BLUE MED Governing Board meeting took place in Nicosia at DCAC HQ.
Representatives of all the Member States participated and the event was chaired by Ms. Panayiota Demetriou, Cyprus - DCAC Director.

 

Italy was represented by ENAC Deputy Director General Mr.Fabio Nicolai, Greece by HCAA Governor Dr. Christos Tsitouras and Malta by Capt. Charles Pace, General Director of CAD Malta.


The Board acknowledged the significant impact of the recent geopolitical developments in the south-eastern Mediterranean region, with an increase in GPS interferences; it also recognized the importance of a common approach to EASA to address, at the wider European level, all the issues relevant for the Blue Med partners. 

The discussion was mainly focused on regulatory aspects, including the recently approved new SES2+ legislative framework, that considers Functional Airspace Blocks as optional, and the Governing Board decided to continue the FAB initiative and cooperation.

For 2025, in accordance with the rotation principle, Italy will take over the chairmanship of the Governing Board and the next meeting will be organized in Italy.

The discussion focused on the increase in air traffic in the Mediterranean region in 2024, regulatory issues such as the SES 2+ package, the Performance Scheme, and common initiatives in the EASA framework.

The following day, participants moved to Perugia, where ENAV presented the new solutions implemented in the field of Remote and Digital Control Towers.

The visit to Perugia allowed ENAV to showcase to BLUE MED partners the benefits of technological investments supporting innovative service solutions in line with the regulatory framework. The topic of Digital Towers was of great interest to the BLUE MED partners, who had specifically requested the visit to see ENAV’s implemented solutions firsthand.
