FASTI Programme

FASTI (First ATC Support Tools Implementation) is an European programme lead by EUROCONTROL, in which ENAV participates as Pioneer member, whose the main objective is to coordinate in a harmonised way the implementation and deployment of controller system support tools, across ECAC by 2012.

FASTI Tools

Medium Term Conflict Detection (MTCD)

MTCD provides accurate information on potential conflicts at an early stage in the flight (about 20 minutes ahead of the flight current position) and presents it to controllers in a way that enables them to quickly find the best resolution strategy, so assisting controllers in conflict identification and planning tasks by:

• Providing early detection of conflicts;
• Facilitating flexible routing/ conflict free trajectories;
• Identifying aircraft constraining the resolution of a conflict or occupying a flight level requested by another aircraft.

Monitoring Aids (MONA)

The MONA system monitors the situation continuously, notifying controllers of any deviation from the flight plan, even reminding them of actions that should be carried out, helping to reduce workload associated with traffic monitoring tasks by:

• Providing warnings if aircraft deviate from a clearance or plan and reminders of instructions to be issued;
• Providing conformance monitoring triggering trajectory recalculation essential for the MTCD.

System Supported Co-ordination (SYSCO)

• Permits controllers to conduct screen to screen coordination between adjacent ATSU's /sectors reducing workload associated with coordination task;
• Facilitates early resolution of conflicts through inter ATSU/sector coordination;
• Enables controllers to conduct tactical coordination during the coordination and transfer of flights between ATSU's.

FASTI RTS Project

In 2006 ENAV, in consortium with Skyguide, Sicta and Deep-Blue participated and gained the EHQ TRS T06/11057 whose scope is related to the design and execution of two real time simulations in support of the Eurocontrol FASTI programme.

The two RTS were conducted in the November 2007 one in Geneva at Skyguide and one in Rome at ENAV Experimental Centre with the following main validation objective:

• Evaluate the use of the FASTI concept/ tools and cross border operations between adjacent ACCs within a Functional Airspace Block (FAB);
• Determine the multi-sector use of MTCD in the horizontal and vertical planes and identify the required coordination processes to support this operation within the same ACC;
• Evaluate the common use of the FASTI concept/tools in the context of civil/military operations within the same ACC sector.

Concerning the simulated area the airspace used for the simulation consisted of a subset of the current Rome ACC and Geneva ACC sectors as follow:

• GL (Geneva Low) from FL 295 to FL 345 included,
• GU (Geneva Up) above FL 345 to UNL,
• ML (Milano Low) from FL 295 to FL 345 included,
• MU (Milano Up) above FL 345 to UNL.

This solution gave the chance to explore in detail the different concepts, tools and working methods envisaged in FASTI Programme using environments familiar (especially the HMI) for the controllers participating in the trials with more effective results.
