Requirements for web page accessibility

Enav valuated its website (http://www.enav.it) in accordance with the rules of MD 8 July 2005 published in Official Gazzette Law number 183 dated 8 August 2005.

Below is the final report of successful valuation carried out on 09/09/2007

Requirement Terms Conforme
1 Build pages and objects on pages using technologies defined by formal published grammars, using the most up-to-date versions when these are supported by user programs. Use elements and attributes in a way that conforms to the specifications and respects their semantic content. yes
2 Frames are not allowed in the development of new web sites. n/a
3 Provide text equivalents for all non-text objects on a page and ensure that equivalents for dynamic content are updated when the dynamic content changes. The text equivalent of a non-text object must be able to perform the function performed by the object in that specific context. yes
4 Ensure that all information and functionalities conveyed with color are also available without color. yes
5 Avoid blinking or moving objects and scripts whose frequency might trigger photosensitive epileptic disturbances, difficulties with concentration or malfunctioning of assistive technologies. When these must be used for informational purposes, alert users to the risk and provide alternative methods to avoid this content. yes
6 Ensure that the foreground and background can be clearly distinguished by providing sufficient contrast in the case of text or different sound levels in the case of speech with musical background. Text in image form is generally not recommended but, if it cannot be avoided, it must be produced following the same criteria mentioned above. yes
7 Use client-side rather than server-side image maps, except where sensitive regions cannot be defined with one of the valid geometric shapes defined by the DTD in use. n/a
8 If server-side image maps are used, provide the alternative text links needed to obtain all the information or services that can be acquired through interaction with the map. n/a
9 Use markup elements and attributes provided by the DTD in use to describe content and identify row and column headers in data tables. yes
10 Use markup elements and attributes provided by the DTD in use to associate data cells and header cells in data tables that feature two or more logical levels of row or column headers. yes
11 Use style-sheets to control content presentation and page layout to ensure readability even when the style-sheets are turned off or not supported. yes
12 The layout and text content of a page must be adaptable to the user interface without any overlapping of objects or loss of information with consequent impaired comprehensibility, also in the case of resizing, increasing or reducing the display area and/or characters with respect to their default parameters. yes
13 When tables are used for layout: ensure that they are comprehensible when linearized and, when using the elements and attributes of tables, respect the semantic value defined in the specifications of the markup language used. yes
14 In forms, associate labels explicitly with their controls, positioning them in such a way as to facilitate field compilation and completion of the form by those using assistive technologies. yes
15 Assicurarsi che le pagine siano utilizzabili quando script, applet, o altri oggetti di programmazione sono disabilitati oppure non supportati. yes
16 Ensure that pages are usable when scripts, applets or other programming objects are turned off or not supported. For scripts, applets and other programming objects or any element that has its own interface, ensure that event handlers are input device-independent. yes
17 Ensure that functionality and the information conveyed by programming elements such as scripts and applets that use technologies not defined by formal published grammars are directly accessible or compatible with assistive technologies. yes
18 When films or multimedia presentations are indispensable to the information or service, provide an equivalent synchronized textual alternative in the form of a caption and/or auditory description. Otherwise provide a summary or a simple label for every video and multimedia element depending on the importance and production difficulties in the case of real-time presentations. yes
19 Clearly identify the target of each link using text that is meaningful even when read out of context, or associate alternative texts to the links that in turn explain the target. Provide mechanisms to enable users to skip repetitive navigation links found on more than one page. yes
20 When a timed response is required to use a service delivered through a web page, the user should be alerted, informed of the maximum time available and given alternative methods where to applicable to use the service. n/a
21 Ensure that links can be selected and activated through keyboard commands or keyboard emulation technology or pointer systems other than the mouse. yes
22 On first application, for existing sites, in any page that cannot be brought into line with the requirements, provide a link to a page that is compliant, contains equivalent information and functionalities, and is updated with the same frequency as the original page. The creation of text-only pages should be avoided. The link to the accessible page must be presented clearly as an option at the start of the non-accessible page. n/a

FURTHER INFORMATION:

1) On the development code.

  • All images on the website were also text formatted for interpretation by speech synthesizers.
  • All page content can be accessed even if color is disabled, the style sheets are turned off or the browser cannot interpret graphics, colors or style sheets.
  • Web page language is declared.
  • There is an overview the data tables, identifying the data cells and row and column headers.
  • Forms feature mark-up language ensuring unique relations between the text input fields and their text labels.
  • Colors were devised to ensure good contrast between background and foreground color (text) and avoiding use of colors that are too bright or can make it difficult to view the pages.
  • Style sheets were used to separate formatting of the site’s graphics and layout from its content. ? Navigation aids were inserted (breadcrumb trails, sets of links).
  • Each web page (except those linking to other sites) can be opened in the navigation window. Notification is always given when a new window (external site) is about to be opened. New windows are opened by means of a JavaScript code that, when turned off, opens the link in the web site window.
  • Each link to a main section of the website features a label clearly identifying its destinatio.
  • There is a simple and useful map of the site.
  • Style of presentation and navigation tools is the same for each page so as not to confuse the user.
  • Navigation aids were inserted (breadcrumb trails, sets of links).
  • There are two navigation bars on each page enabling fast and easy navigation between sections.
  • The website also features a search engine for finding sections even more quickly.
